Zagreb (petak, 10.2.2017.) – u hotelu Dubrovnik održana je završna konferencija Strategija 2.0 u okviru projektaBUILD UPON (www.buildupon.eu ),  kao prilika svim sudionicima da se upoznaju s ostvarenim rezultatimanajvećeg svjetskog projekta suradnje i dijaloga u području energetske obnove zgrada, koji se provodi u 13 zemalja Europske unije, a u potpunosti je financiran iz programa Obzor 2020. Hrvatski savjet za zelenu gradnju zadužen je za provedbu projekta u Hrvatskoj, a voditelj projekta je Alan Perl. Glavni institucionalni partner u provedbi ovog projekta u Hrvatskoj je Ministarstvo graditeljstva i prostornog uređenja Republike Hrvatske, glavni pokrovitelj je tvrtka Hansgrohe d.o.o., a medijski pokrovitelj 24 sata.

Osnovni cilj projekta je podrška nacionalnim vladama da donesu poboljšane nacionalne strategije energetske obnove zgrada, a BUILD UPON radionice bile su mjesto susreta i međusektorskog dijaloga iz područja regulative, financijskih modela, kreiranja svijesti i unapređenja znanja i vještina u području energetske učinkovitosti zgrada. Iz tog razloga, među sudionicima konferencije bili su trenutno najvažniji stručnjaci koji kreiraju nacionalnu strategiju, koju Hrvatska mora predati u Bruxelles, kao i ostale članica Europske unije, do travnja 2017. godine.

Gosp. Lovro Kuščević, ministar, ispred Ministarstva graditeljstva i prostornoga uređenja RH, glavnog institucionalnog partnera projekta, pozdravio je sve prisutne sudionike i osvrnuo se na važnost projekta BUILD UPON i suradnju s Hrvatskim savjetom za zelenu gradnju te svim dionicima projekta BUILD UPON u Hrvatskoj. Zahvalio je na razmjeni znanja i iskustva o programima cjelovite energetske obnove zgrada između 13 zemalja članica BUILD UPON konzorcija.

Snježana Turalija, izvršna direktorica Hrvatskog savjeta za zelenu gradnju, naglasila je povodom završne konferencije: „I samo ime projekta asocira na daljnju nadogradnju, nove inicijative, nove ideje u području cjelovite energetske obnove zgrada kao najvećeg potencijala za smanjenje potrošnje resursa i energije, smanjenje CO2 emisija te povećanje potrošnje energije iz obnovljivih izvora. Stoga savjeti za zelenu gradnju diljem Europe zajedno sa svojim partnerima istražuju mogućnost nastavka i nadogradnje suradnje nastale u okviru BUILD UPON-a 2015/2016 – kako u Engleskoj, Finskoj, Latviji, Švedskoj, Španjolskoj, Češkoj, Slovačkoj, Sloveniji, Bugarskoj, Rumunjskoj, Italiji, Turskoj (izvan EU)…tako naravno i Hrvatskoj. Najaktivniji sudionici projekta BUILD UPON u Hrvatskoj gotovo na svakom zajedničkom susretu, sastanku ili konferenciji, isticali su želju da se na neki način dogodi BUILD UPON 2, koji bi nam omogućio da pratimo rezultate izmjena i dopuna unesenih u Strategiju 2.0

Glavni inozemni gost predavač bio je g. Emilio Miguel Mitre, koordinator projekta BUILD UPON, iz Green Building Council Španjolske. Također, skup su podržali i mnogi drugi koji su, u svojstvu govornika ili sudionika panela, sudjelovali na skupu:

Ministarstvo graditeljstva i prostornoga uređenja se sporazumnom suradnjom s Hrvatskim savjetom za zelenu gradnju, priključilo europskom dvogodišnjem istraživačkom projektu „BUILD UPON“ koji služi za kreiranje i implementaciju dugoročnih nacionalnih strategija za dubinsku energetsku obnovu postojećih zgrada prema principima zelene gradnje.

Održana radionica „Obnovimo Hrvatsku: komunikacija i kreiranje svijesti“ 22.11.2016.

(Zagreb) - U utorak, 22. studenog 2016. održana je radionica „Obnovimo Hrvatsku: komunikacija i kreiranje svijesti“ u okviru projekta BUILD UPON i kampanje RENOVATE EUROPE, u hotelu Antunović u Zagrebu. Po prvi puta radionicu su zajednički organizirali Hrvatski savjet za zelenu gradnju i Hrvatska udruga proizvođača toplinsko-fasadnih sustava (HUPFAS). Kako su nam teme, ciljevi i ciljane skupine podudarne, odlučili smo udružiti snage i sinergijom pokazati primjer i drugim udrugama koje se bave sličnim temama.

Glavna tema radionice je bila kako poboljšati međusektorsku komunikaciju u procesu energetske obnove zgrada. Više od 70 sudionika iz različitih sektora imali su priliku poslušati što na ovu temu imaju reći predstavnici raznih institucija i tvrtki - Centar za praćenje poslovanja energetskog sektora i investicija, Agencija za pravni promet i posredovanje nekretninama, Fond za zaštitu okoliša i energetsku učinkovitost, Labin Stan d.o.o te Regionalna energetska agencija Sjeverozapadne Hrvatske.

Radionica je imala i posebnu gošću, dr. Christine Lemaitre, direktoricu DGNB-a koja je održala prezentaciju na temu „Zašto obnoviti komercijalne zgrade?“. Snimljen je i skype razgovor s direktoricom programa RenoWatt iz Belgije, Erikom Honnay koja je objasnila na koji način su komunicirali ovaj program sa svojim dionicima i koja je još jednom ukazala na inzimnu važnost komunikacije za uspješnu provedbu projekata energetske obnove.

Nakon održanih prezentacija nastavljen je rad u grupama u kojima su sudjelovali predstavnici javnog sektora, predstavnici jedinica lokalnih samouprava, predstavnici financijskog sektora, građevinskog sektora, predstavnici obrazovnih institucija te medija, te su između ostalih doneseni i slijedeći zaključci:

Potrebno je putem raznih vrsta kampanja informirati javnost o višestrukoj koristi energetske obnove. Informacije trebaju biti jednostavne i prilagođene ciljnim skupinama. Potrebno je navesti primjere dobre prakse i ostvarene uštede. Svakako treba apelirati na emocije korisnika prostora, kao što su udobnost, sigurnost i zdravlje. Potrebno je početi s informiranjem od najranije dobi, kako bi se odrastalo s takvim načinom razmišljanja.

Sve informacije o projektu dostupne su na web stranici www.buildupon.eu , gdje se nalazi i lista svih dionika te pokrenutih inicijativa iz područja zelene gradnje u svih 13 europskih zemalja. Po završetku projekta očekujemo da će oni krajnji korisnici, koji shvate značaj zelene gradnje i uključe se u energetsku obnovu zgrada, ostvariti cilj postizanja boljih uvjeta za život u zajednici, ne samo uštedom energije.

Hrvatski savjet za zelenu gradnju (HSZG) je neprofitna udruga i kao partner u konzorciju od 13 EU zemalja provodi projekt BUILD UPON od 1.3.2015. do 1.3.2017. godine, kojim pomaže nacionalnim vladama da donesu nove poboljšane dugoročne strategije energetske obnove zgrada. U Hrvatskoj je HSZG nositelj projekta, a glavni partner nam je Ministarstvo graditeljstva i prostornog uređenja.

Hrvatska udruga proizvođača toplinsko-fasadnih sustava (HUPFAS) osnovana je kao strukovna udruga i bavi se promicanjem energetske učinkovitosti i ugradnje toplinsko-fasadnih sustava kao i stručnom edukacijom. Inicijativu Renovate Europe je započela EuroACE, asocijacija tvrtki za energetsku učinkovitost u zgradama, a HUPFAS je njen partner u Hrvatskoj. Cilj inicijative je kroz ambiciozne programe obnove smanjiti potrebu za energijom za 80% do 2050. godine u usporedbi s 2005. godinom.

Glavni partner u provedbi ovog projekta u Hrvatskoj je Ministarstvo graditeljstva i prostornog uređenja RH, zlatni pokrovitelj je Hansgrohe d.o.o., medijski pokrovitelj 24 sata, a medijski partneri gradimozadar.hr i suvremena.hr.

Održana radionica „Znanja i vještine“ 25.10.2016.

(Zagreb) - U utorak, 25. listopada 2016. održana je radionica „Znanje i vještine“ u okviru projekta BUILD UPON, u hotelu Esplanade u Zagrebu.

Radionici je prisustvovalo 46 sudionika iz različitih sektora, a poseban doprinos diskusiji dali su predavači, predstavnici raznih fakulteta - dr. sc. Ivana Banjad Pečur, ispred Građevinskog fakulteta Sveučilišta u Zagrebu, a vezano uz projekt CROSkills, dr. sc. Nevenka Breslauer, ispred Međimurskog Veleučilišta Čakovec, koja je posebnu pozornost posvetila kolegiju održive gradnje, dr. sc. Ivo Andrić ispred Fakulteta građevinarstva, arhitekture i geodezije Sveučilišta u Splitu koji je predstavio nedavno završen projekt na temu - diplomski studij održive i zelene gradnje, te dr. sc. Zoran Veršić sa Arhitektonskog fakulteta Sveučilišta u Zagrebu koji se posvetio temi – projektiranje u energetskoj obnovi.

Nakon održanih prezentacija nastavljen je rad u grupama u kojima su sudjelovali predstavnici javnog sektora, predstavnici jedinica lokalnih samouprava, predstavnici financijskog sektora, građevinskog sektora, predstavnici obrazovnih institucija te medija, te su doneseni zaključci.

BUILD UPON SUMMIT

Leaders' Summit Takes a Fresh Look at National Renovation Strategy Challenge

170 public, private and non-profit sector leaders from 25 countries came together in Madrid for the BUILD UPON Leaders' Summit on 20-21 September. Over two days participants took a fresh and more collaborative look at the challenge of designing and implementing the national building renovation strategies EU countries must deliver by April 2017. The Summit demonstrated that there is a now a thriving cross-sector dialogue on how we meet this challenge across the region; a dialogue that was largely absent during the preparation of the first strategies in 2014.

"BUILD UPON is a true community of leaders" said Vice-President Maroš Šefčovič in his address to the Summit, adding: "The national renovation strategies that European countries have put in place across our region are a key instrument – to help coordinate action and set a long-term vision. They represent a huge opportunity for alignment – not just of public sector policies on renovation, but of the many activities of non-state actors to overcome key market barriers.”

A workshop on "Financing" has been held on 31st May 2016

 (Zagreb) - On Tuesday, 31 May 2016, the workshop "Financing" within the project BUILD UPON has been held at the Westin Hotel in Zagreb. The workshop was attended by 35 participants from various sectors, a special contribution to the discussion was given by the Secretary General of the European Mortgage Federation, g. Luca Bertalot.

Other presentations were held by dr. Vesna Bukarica of the Fund ("Financial incentives for energy renovation of buildings"), dr. Vlasta Zanki from HEP ESCO ("ESCO financing models"), dr. Hrvoje Šimović from FEB Zagreb ("Possible tax incentives for EE projects ") and Goga Tropčić Zekan from the EBRD (" ReeNova + program "), followed by work in groups.

Upon completion of the project we expect end-users, who understand the importance of green building and engage in energy renovation of buildings, to achieve the goal of achieving better conditions for life in the community, not only saving energy.

A workshop on "Legislation" has been held on 27th April 2016

 (Zagreb) - On Wednesday, 27 April 2016, the workshop "legislation" within the project BUILD UPON has been held at the Double Tree by Hilton in Zagreb. With more than 40 participants, the workshop was an opportunity for the public administration, economy, academc and civil society to be acquainted with initiatives and barriers at the energy renewal market, within the project BUILD UPON, carried out in 13 EU countries, Croatia included, and fully funded by the program Horizon 2020.

The presentations were held by dr. Branka Pivčević Novak from MENP ("Green Public Procurement in the reconstruction of buildings") and Mirna Sabljak from MC ("Protection and preservation of cultural heritage with emphasis on energy rehabilitation").

A workshop on within BUILD UPON project has been held on 31st March 2016

Green Building Councils across Europe have initiated an ambitious project worth 2.35 million euros in order to support national governments in the process of creation and implementation of national strategies for energy renovation by April 2017. These national strategies will be harmonized with the legislative framework of the European Union.

The first conference within the BUILD UPON project took place on Thursday, March 31, 2016 at Westin hotel in Zagreb. The main objective of the conference was to give support to the Government of the Republic of Croatia for adoption of a new long-term strategy for energy renovation of buildings, for which the deadline is April 2017. In addition to adoption of the improved version of the strategy, it is equally important to achieve coordinated action of all stakeholders and equal dialogue on all issues from the field of legislation, financing, creating awareness and improvement of knowledge and skills necessary for the achievement of results. With more than 100 participants, the conference served as an opportunity to introduce the BUILD UPON project to the public administration, economic operators, academia and civil society. This project is being carried out in 13 countries of the European Union, including Croatia, and it is fully funded under the program “Horizon 2020”.

 

The Deputy Minister of Construction and Physical Planning, Mr. Sandro Nižetić, PhD, B.Sc. Mech. Eng. opened the conference on behalf of the Ministry. Irena Križ Šelendić, Head of Department of Construction and Energy Efficiency in Building Construction, Ministry of Construction and Physical Planning, pointed out that the BUILD UPON project is an ideal platform for dialogue of all stakeholders in the process of energy renovation of buildings. These stakeholders are lawmakers, contractors, energy service providers, representatives of civil engineering industry, financial and public sector, educational institutions as well as citizens who are users of buildings, but also potential investors in energy renovation. “The role of the Ministry in this project will be to direct dialogue between sectors towards removal of existing barriers for the purpose of long-term integral renovation of buildings. In addition to this, the dialogue will be directed towards finding innovative policies and measures which will be used to achieve the set objectives pertaining to energy savings in buildings, reduction of CO2 emission, as well as achievement of positive effects of increased construction activity on the gross domestic product, employment and state budget income,” said Mrs Križ Šelendić. 

 

“The significance of this project has been recognised at all levels and we can conclude that the Croatia Green Building Council has so far fulfilled all the tasks that were given to it by the European Commission and the project coordinator, Spain Green Building Council,” said Alan Perl, Head of BUILD UPON project in Croatia. Mr Alan Perl also pointed out that the reaction of stakeholders to the project was excellent given that energy renovation is currently popular, and everyone has a chance to contribute by participating in the BUILD UPON project. “Our role in the project has been recognised at the European level as well, so we believe that the experience gained in this project will enable us to help the countries in the region which are not participating in this project,” said Mr Alan Perl. All information on the project is available on the website www.buildupon.eu , where you can find a list of all stakeholders  and launched initiatives in the field of green building  across 13 European countries. Snježana Turalija, the Managing Director of Croatia Green Building Council, pointed out: “Participation in the BUILD UPON project will strengthen the position of Croatia Green Building Council and it will additionally link the Council with all market participants. In addition to this, BUILD UPON is a project for encounter and dialogue between sectors, where the best initiatives from the European practice are observed in a manner which will make them recognised on the Croatian market of thorough energy renovation of existing buildings but also in a manner which will result in having the information on great advantages of green buildings and certification of buildings according to more than 27 sustainability principles being transposed into the legislation, introduced into the education sector and built into the awareness of all users of buildings.” In addition to this, Mrs Turalija emphasized that the objective of the aforementioned principles is for the future of Croatian civil engineering to rely on practices of green reconstruction and green construction of new buildings.

 

Andrej Levak, Head of Office of Hansgrohe for Croatia and Slovenia said that by engaging in the BUILD UPON project, the Croatia Green Building Council introduces Croatia into a group of leading countries that address the challenges of climate change by raising awareness and spreading culture and knowledge on energy efficiency.  “Hansgrohe, a German company with a green logo, is a leading global manufacturer of water-saving showers and mixers that save up to 60% of water and energy for water heating when compared to other products, owing to their innovative EcoSmart technology. Hansgrohe has recognised the BUILD UPON project as an ideal platform for raising awareness, spreading culture and knowledge on energy efficiency. Therefore, we supported the project as a Gold Sponsor.”

IN NOVEMBER 2015, THE MINISTRY OF CONSTRUCTION AND PHYSICAL PLANNING OF THE REPUBLIC OF CROATIA ACCEPTED PARTNERSHIP AND THE FORMAL ROLE OF CO-ORGANISER, AND IT GAVE ITS SUPPORT IN THE ORGANISATION OF PROFESSIONAL WORKSHOPS WITHIN THE EUROPEAN PROJECT BUILD UPON, WHICH LASTS UNTIL APRIL 2017.

On March 19th and 20th, 2015, a total of eighty key organisations from 24 countries gathered at the meeting in London, in order to launch an innovative two-year research project called BUILD UPON, which will be funded under the European Union’s program “Horizon 2020”. The objective of the project is to encourage creation and implementation of a long-term framework to scale-up energy-efficient renovation in 13 countries, members of the consortium within the BUILD UPON project. 

As an active participant in the abovementioned European network consisting of thirty countries, the Croatia Green Building Council is engaged in the work of the BUILD UPON consortium that includes 13 countries. The CGBC gathers a team with enough energy and knowledge to initiate effective implementation of energy renovation and improvement of the existing national policies pertaining to energy efficiency, application of good examples from European and local practice and reduction of energy costs for the country and its citizens. This team will help the state administration in creating and implementing the new version of the Croatian national strategy for energy renovation by the completion of project in April 2017.

Green Building Councils are engaged in networking of more than one thousand (1000) key interested parties and current initiatives for energy renovation. In cooperation with the state and city administrations, and with other key stakeholders, these parties will then initiate the process of dialogue and they will influence easier application of experiences from the best renovation examples in the entire region. The project results will be included in individual national strategies for energy renovation of countries which participate in the project. 

The countries of the European Union were required to submit the long-term strategies of energy renovation to Brussels in accordance with the Energy Efficiency Directive by April 30, 2014. Most countries missed the deadline, and many of the drafted strategies do not fulfil the requirements of the Directive. Countries now have until April 30, 2017 to strengthen their strategies and resubmit them to Brussels. With the European Commission’s “Energy Union” plan which places a renewed focus on full implementation of EU legislative framework pertaining to energy efficiency in buildings, the next two years will be crucial for EU member countries to establish an ambitious and feasible framework for renovation.

Emilio Miguel Mitre, BUILD UPON’s Coordinator and Director of International Affairs at Spain GBC, said: “Governments across Europe have an extremely difficult task in having to define a strategy to scale-up energy efficient renovation, and provide the finance and instruments to help achieve this scale. A crucial ingredient currently missing in each country is common acceptance of strategy and the necessary consensus. This is not just a responsibility of governments, but also a responsibility of the public sector, private sector and civil society alike. That strategy and acceptance is precisely what BUILD UPON aims to deliver, building upon the work of the Europe Regional Network of GBCs”.
